A private investigator was the first to plead guilty to a host of federal charges that include racketeering and bribery in a corruption scandal that roiled New Mexico’s law enforcement community for over a decade, according to court records released Friday.

A civil rights group is suing the city of Albuquerque, its police department and top officials on behalf of a man who was among those arrested on suspicion of driving while intoxicated and later forced to pay bribes to get the charges dropped.

New Mexico’s largest city is blanketed with a network of cameras, license plate readers and special listening devices that hone in on the sound of gunfire.
